 Capital Projects

ROADWAYS AND SEWER IMPROVEMENT PROJECTS

The Municipality has a Local Improvement Policy whereas local improvements that benefit a property are paid for through a frontage rate charged to the abutting property owner.

Talbot/Armstrong/Johnson

The Municipality has separated the sewers and reconfigured the roadway so it has curb and gutter.  This project will receive its final lift of asphalt this year.

Foster Avenue

Foster Avenue road construction and storm water installation was completed in the fall of 2011. The final lift of asphalt will be completed in 2012.  

ENGINEERING

Projects that are subject to engineering and will be considered by Council for construction in future years:

  • Improvements to Erie View Crescent to install storm sewers, urban road profile with curb and gutter.
  • Complete the design and engineering for the intersection of Oak and Erie Streets to allow for the development and cost estimates.
  • Developing cost estimates as they relate to the installation of sanitary sewers down Bevel Line and Point Pelee Drive.  Should Council proceed with the program of sewers in this area, they would be constructed pursuant to Local Improvement legislation, whereas costs are borne by the benefitting property owners.

The Municipality maintains drains pursuant to the Drainage Act.  Administration, in partnership with the Essex Region Conservation Authority, is presently undertaking a review to reconstruct the East Marsh Drain (dyke) pursuant to the Drainage Act.  The study will be to undertake a preliminary design and develop an assessment schedule so that those who benefit from the improvements will have an understanding of the estimated cost to undertake the improvements.  It is expected this study will be completed in late fall of this year


OTHER IMPROVEMENTS

Financial Software Upgrade

This year, the Municipality will select the appropriate software to upgrade its antiquated accounting system which will enhance functionality and productivity.

Pollution Control Centre

Sewage Treatment Plant

Upgrades to the Pollution Control Centre (PCC) involved a new treatment process for the liquid stream of municipal waste system.  New Primary Clarifiers, biological aeration treatment system and final clarifiers plus other additions and improvements to the plant are being made.  The overall project cost is an estimated $36.8 Million, and was the recipient of over $25 Million pursuant to Federal and Provincial Government stimulus programs.  

The project is near completion.  The next phase will include converting one of the treatment cells to allow for storm water storage (2013).  The conversion of the cell to allow for storage will provide an outlet for the Municipality to store effluent from the combined storm and sanitary sewer system during storm events and avoid by-passing.  After the storm event, the effluent can be treated as part of the regular plant operations.  It is also being proposed that during future budget deliberations (2014), Council consider funding to demolish buildings that have now been decommissioned.

 

PARKS AND RECREATION

Kinsmen Recreation Complex

In 2012, a section of the roof is slated for replacement. Court #8 will be converted to a spin studio and equipped with spin bikes.  The concourse will be upgraded with energy efficient lighting.

Leamington Marina New Piers

 Marina

The Municipal Marina and infrastructure has been replaced because of the damage by the 2010 tornado.  In 2012, the washrooms/ showers will be upgraded.

Seacliff Park

Last year, the installation of pathways, lighting, children’s splash pad, change rooms and entertainment area was completed. 

The construction of the lower change rooms and snack bar will be completed in the spring and open to the public during the summer season.

Leamington Water Tower

Waters Services will be replacing existing systems as follows:  

  • Russell Street – Erie to Fox then North towards Talbot
  • Armstrong (Oak St. W/Talbot St. W). including Johnson/Grace
  • Queen/Clark/Selkirk
  • Princess Street from Oak St. E. to Robinson St.
  • John St. from Erie St. S. to Elliot St.
  • Baird St. from John St. to Clark St.
  • Elliot St. from Talbot St. W. to Wilkinson Dr.
  • Albert St. from John St. to Selkirk St.
  • Morgan & Georgia, from Erie to Chestnut
  • Grace Ave. from Johnson to Kimball
  • Fuller Ave. from Talbot St. to Grace Ave.
  • Westmoreland-Oak St. to Talbot St.
  • Noble from Oak St. to Talbot St.
  • Churchill – Oak to Talbot St.
  • Brown St. from Noble to Armstrong
  • Fader from Oak St. to Talbot St.
  • Wilkinson Dr. From Csorgo to Hodgins

Fire Services

Funding has been approved to undertake a review to upgrade the Fire Hall.

Transit

Council has approved the ordering of two new buses to replace the 2000 and 1991 models.  Barrier free bus shelters will be installed and new bus stop signs erected.

The following roads are scheduled for resurfacing this year:

Mersea Road 12 – County Road 14 to Mersea Road 8

Tar and Chip

Mersea Road 8 – County Road 31 to Highway 77

Mersea Road 12 – Mersea Road 10 to County Road 14

Gerrad – Talbot to Wigle

Slurry Seal

Deer Run Road – Mersea Road 21 to Kent Road 1

Mill and Pave

Talbot Road West – Erie to MCR (pending County commitment)

Georgia – Erie to Sherk

Danforth – Alderton to Hayward

Poplar – Askew to Oak
