Our Mission Statement
The Municipality of Leamington strives to provide quality services in an environment designed to encourage future prosperity. Accessible, accountable,and dedicated to the people we serve; we build on the past as we prepare for future prosperity.
The Municipality recently completed its strategic planning document (for further details please click the section entitled "Strategic Planning" on the left of this page). During the next few years, I will be working with our staff and members of Council to ensure we achieve the goals and objectives identified in our plan.
In 2011, the Corporation completed the majority of repairs and replanting of trees in the area that was subject to the 2010 tornado event. Minor repairs are still required at the Baseball Diamonds and change rooms at Seacliff Beach; however, those works should be completed in the spring of 2012. All the municipal infrastructure projects are completed and include some of the following:
- Upgrades to the sewage treatment plant;
- Leamington Municipal Building;
- Seacliff Park upgrades and new splash pad;
- New parking lot at the corner of Talbot Street and Erie Street;
- Art Gallery elevator;
- Trail development from Elliot Street to Talbot Street;
- A rebuild of the Erie/Seacliff intersection; and
- In partnership with the County of Essex, construction of the East Side Arterial Road from Talbot Street East to Seacliff Drive East.
We look to 2012 as a year to plan for our future projects. The final decision to reconstruct the Erie/Oak Street intersection will be subject to further Council review in 2013. In 2012, administration will be purchasing additional properties required for the road intersection improvements and finalizing design and construction estimates.
In 2012, the Municipality will also be taking steps to convert its entire accounting system and modules to a new updated system. Leamington is also planning to update its internet page so it is accessible and contains social media tools.
In Parking Enforcement, the Municipality will be implementing a plate denial software program. The program will require unpaid parking fines to be paid prior to license plate renewal by the Ministry of Transportation Ontario (MTO).
The Municipality will be implementing “City Works” which will allow administration to track complaints, concerns and issue work orders, This will allow administration to better monitor and address continuous issues.
Furthermore, the Municipality will be completing its engineering works to have Council consider in future years funding to install sewers along Bevel Line and eventually along Point Pelee Drive. Most of the sewer upgrades would be constructed pursuant to the Local Improvement procedures, which basically means property owners that benefit would be responsible for the improvements.

Our Structure
Reporting directly to Council, the Chief Administrative Officer is the head of Administration for the Municipality. The Chief Administrative Officer has control and management of the administration of the Municipality.
Reporting to the Chief Administrative Officer are four Directors who oversee various departments within the organization. The role of the Chief Administrative Officer is to:
- Primarily provide direction to municipal employees
- Direct the development and implementation of corporate policies and programs
- Ensure Council receives appropriate reports and information to make informed decisions
- Assist Council in developing a strategic plan and corporate direction
- Ensure that Council directives and recommendations are carried out in a timely fashion
- Ensure that the delivery of services are timely, responsible and cost effective
- Approve all administrative reports and recommendations to Council
- Liaise with local boards, commissions, agencies, other municipalities, provincial and federal governments
- Oversee economic development
- General matters related to the Municipality

Director of Corporate Services, Mr. Brian Sweet
- Responsible for general matters related to legal, Council, committees, Police Services Board and Human Resources
- Directing employees on matters related to vital statistics, licensing, municipal elections, municipal by-laws, parking and bylaw enforcement, human resources, property standards and crossing guards and questions relating to same

Director of Community Services, Mr. Robert Sharon
- Responsible for general matters related to transportation, maintenance of roads, parks, recreation, , animal control, weed control, pollution control, municipal water services, cemeteries and waste collection, capital projects in regard to roads, sewers and drainage
- Directing employees responsible for duties related to public works, recreation & culture, wastewater collection and treatment, water, engineering, drains, CAD, GIS, bridges, roads, and design of traffic controls

Director of Development Services, Ms. Tracey Pillon-Abbs
- Responsible for general matters related to planning, building services, building permits, official plan and zoning, site plan control, committee of adjustment and Fire Services
- Directing employees who are generally responsible for matters related to processing of matters relating to planning and building inspection, plumbing, fire inspection, education and suppression, and site plan control

Director of Finance and Business Services, Ms. Cheryl Horrobin
- Responsible for general matters related to information systems and technology, taxes, budget, payroll, accounts receivable & payable, audit control, banking, assets & liabilities
- All statutory responsibilities of the Treasurer and Collector pursuant to the Municipal Act
- Provide advise to the CAO and Council on all maters and questions affecting the finances of the Corporation
