Public Participation at Hybrid Council Meetings
The Municipality of Leamington expanded its hybrid model for council meetings to provide the option for members of the public to attend council meetings in person at the Leamington Municipal Building located at 111 Erie Street North.
Council meetings are live streamed at www.leamington.ca/live.
Written Comments - Item on Agenda
If you wish to send comments about an item(s) on the council agenda, you may send an email to the Clerk at clerks@leamington.ca prior to the start of the council meeting and such submission shall be provided to council. Individuals who submit correspondence and any other information to council should be aware that any personal information contained within their communications may become part of the public record and may be made available through the agenda process which includes publication on the Municipality's website.
Delegations - Item on Agenda
If you wish to attend the meeting as a delegation to speak to a matter, you must register as a delegation by completing a Delegation Request Form. Information about how to participate as a delegate at council meetings and/or a statutory public meetings is outlined below, as applicable.
Delegation at a Council Meetings
To register as a Delegation before council, please complete the Delegation Request form.
Once you register, you will be contacted by the Clerk’s Department and provided information on how to make your submission at the meeting. Delegation will have the option to participate in-person at the Leamington Municipal Building or electronically via Zoom. Those choosing to participate in the meeting via Zoom will need access to a computer or tablet with internet service or a smart phone and will be required to join with both audio and video.
Delegation at a Statutory Public Meetings under the Planning Act
A statutory public meeting is a meeting of council held under the Planning Act for certain types of planning applications. Statutory public meetings are open to the public and provide an opportunity for individuals in attendance to provide feedback on the planning matters being considered.
For persons who would like to address council with regard to a planning matter during a statutory public meeting, must fill out a delegation request form.
Delegation Request Form
Once you register, you will be contacted by the Clerk’s Department and provided information on how to make your submission at the meeting. To participate in the meeting, you will need access to a computer or tablet with internet service or a telephone.
You may also submit written correspondence. Correspondence can be submitted by email to the Clerk at clerks@leamington.ca by noon on the day of the meeting. Written correspondence must include your full name, address, and the planning matter on the agenda that your correspondence is related to.

Registration Deadlines
- 12:00 PM the day of the meeting for a matter which is listed on the agenda for that meeting.
- 12:00 PM the Thursday before the meeting for a matter which is listed on the agenda for a future meeting.
- Delegation at a statutory public meeting (e.g. matters under the Planning Act), 4:00 PM on the council meeting date.
Procedural By-law
The Municipality's Council Procedural By-law 49-23 sets out the conduct for council meetings. By-law 24-20 and By-law 33-20 set out the process for those participating in an electronic council meeting.
