Liquor Licensing
To serve and/or sell alcohol in the Municipality of Leamington, you will need a liquor licence/permit from the Alcohol Gaming Commission of Ontario (AGCO). Certain licence types require that you provide written notice to the Clerk and in addition, you are sometimes required to get municipal clearance or approvals from Building Services and Fire Services at the Municipality of Leamington.
Liquor Licences - New/Permanent Establishments | ||||||||||||
As part of a liquor sales licence approval, the AGCO will require you to provide a Municipal Information Form signed by the Municipal Clerk and Agency Letters of Approval from Building Services, Fire Services and the Windsor-Essex County Health Unit. The following documents and applicable fees are to be submitted to the Customer Service Counter (Legislative Services) at the Municipal Building located at 111 Erie Street North.
Legislative Services will circulate the Agency Letter of Approval, floor plan and any other relevant documents to Building Services and Fire Services on your behalf. As the Applicant, you are responsible for submitting an Agency Letter of Approval to the Windsor-Essex County Health Unit. Please note that the following fees are due upon application:
Payments can be made by debit or cheques made payable to "Municipality of Leamington". Once all reviews have been completed successfully, you will be contacted to pick-up the signed letters. As the Applicant, you are responsible for submitting the signed Municipal Information Form and Agency Letters of Approval to the AGCO through the iAGCO portal. |

Special Occasion Permits (Public and Private Events) | ||||||||||||
A Special Occasion Permit (SOP) is required any time alcohol is offered for sale anywhere other than in a licensed establishment. Permit applications must be submitted at least 30 days prior to the event. A permit may be issued for Private and Public Events. The Municipality of Leamington owns and manages facilities where alcohol consumption is not permitted and other facilities where alcohol consumption is permitted under the authority of a Special Occasion Permit. The Municipality of Leamington has developed an Alcohol Risk Management Policy in order to prevent alcohol related problems that arise from alcohol consumption within its facilities, and to promote a safe, enjoyable environment for those who use these facilities.

Temporary Extensions | ||||||||||||
Current Licensees holding a valid Liquor Sales Licence may submit an application to the AGCO to temporarily extend their licensed areas to an adjacent area (for instance to support a special event or occasion). The AGCO will consider temporary extensions for a period of fourteen (14) days or less. For temporary extensions, the Municipal Clerk, Building Services, Fire Services, Leamington O.P.P. and the Windsor-Essex County Health Unit are to be provided written notice at least 30 days prior to the temporary extension taking effect. As the Applicant, you are responsible for submitting a notification letter to both the Leamington O.P.P. and the Windsor-Essex County Health Unit. Notice is to be provided in separate letters to the Municipal Clerk, Building Services and Fire Services. All letters and the applicable fee are to be submitted at the Customer Service Counter (Legislative Services) at the Municipal Building located at 111 Erie Street North and should include the following:
