Taxi Licensing

Council approved Taxicab By-law 63-16 on October 3, 2016 which repeals By-law 603-05. Taxicab Owner's Licences issued pursuant to By-law 603-05, as amended expired on December 12, 2016 and are no longer valid.  Taxi Driver's Licences issued pursuant to By-law 603-05, as amended expired at 4:30 PM on December 9, 2016 and are no longer valid. All Taxicab owners and Drivers are required to be licensed with the Municipality of Leamington.

Applications for a Taxicab Owner's Licence or a Taxicab Driver 's Licence must be submitted with all required documentation and applicable licensing fee to the Clerk's Office, 111 Erie Street North, Leamington. Application processing time is ten (10) business days upon receipt of a completed application. 

Please note that you should allow sufficient processing time for your Vulnerable Sector Check. Incomplete applications are not accepted and will not be processed.

Fares

The Corporation of the Municipality of Leamington regulates the fares that taxicabs may charge passengers. A fare card must be placed and maintained in every taxicab for the public's view. The following are the current taxi fares, effective January 1, 2017:

Senior Rate - Zone 1  $7.00
Flat Rate - Zone 2  Regular Rate plus $1.00 per km
Senior Rate - Zone 2  Senior Rate plus $1.00 per km
Stops between destination  $2.00
Waiting per minute or fraction thereof  $0.25
For trip destinations over 5 km outside of the Municipality Driver and passenger may agree (before commencement of trip) to a flat rate.
 Passenger's Bill of Rights
As taxicab passenger, you have the right to:
  • A professional driver who:
    • is licensed by the Municipality of Leamington and prominently displays his or her Taxicab Driver's Licence inside the taxicab
    • knows the routes and destinations in the Municipality of Leamington
    • is courteous and provides assistance
    • knows and obeys all by-laws and laws
    • provides a safe ride 
  • A quality taxicab:
    • in good mechanical and physical condition
    • with clean exterior, passenger area and trunk
    • heated or air-conditioned on demand
    • having easy access to seatbelts
    • in a smoke free environment

 Compliments and Complaints

Municipal By-law Enforcement Officers together with the Ontario Provincial Police (OPP) investigate complaints regarding Taxicab Owners and Taxicab Drivers in the Municipality of Leamington. To provide compliments or to make a complaint about a Leamington Taxicab Company or Taxicab Driver, you may submit the information online or contact a Customer Service Representative at 519-326-5761 Monday to Friday from 8:30 am to 4:30 PM.

 Applications for Taxicab Owner's Licence

No person shall own a Taxicab without a Taxicab Owner's Licence.

In order to apply for a Taxicab Owner's Licence, you must complete the Taxicab Owner's Application and Taxicab Vehicle Application (one application for each vehicle).  An owner must have and maintain a minimum of 5 Taxicabs licensed with the Municipality.

The requirements for an Applicant to receive a Taxicab Owner's Licence are as follows: 

  • Proof of being at least eighteen (18) years of age (accept copy of valid birth certificate or passport)
  • If business is a corporation - a copy of incorporating documents and list of all current officers and directors (name and address)
  • Original search results of a Vulnerable Sector Criminal Record Check (dated no more than 30 days prior to date of application)
  • Copy of current Passenger Motor Vehicle Permit (Ownership) issued in Applicant's name for each vehicle being licensed
  • Original current Safety Standards Certificate for each vehicle (dated no more than 30 days prior to date of application)
  • Copy of current Insurance Certificate as outlined in By-law 63-16
  • Copy of any other document as required by Issuer of Licences
  • Licensing fee of $200 per Taxicab (minimum of 5 required).

 Applications for Taxicab Driver's Licence

No person shall operate a Taxicab without a Taxicab Driver's Licence.

In order to apply for a Taxicab Driver's Licence, you must complete the Taxicab Driver Application

The requirements for an Applicant to receive a Taxicab Driver's Licence are as follows: 

  • Proof of being at least eighteen (18) years of age (accept copy of valid birth certificate or passport)
  • Valid Ontario Driver's Licence (Class G or better)
  • Proof of Canadian Citizenship, Landed Immigrant Status or Work Permit
  • Original search results of a Vulnerable Sector Criminal Record Check (dated no more than 30 days prior to date of application)
  • Copy of Applicant's Ontario Abstract (dated no more than 30 days prior to date of application) 
  • 2 original passport sized photographs of the applicant (every 24 months)
  • Written confirmation from an Owner of employment
  • Licensing fee of $65.00 (licensing fee is $90.00 for renewal applications received after the deadline)

Please note that you should allow sufficient processing time for the OPP Police Records Search. An application will not be accepted until all documentation and fee is included.

The next licensing period will commence on November 1, 2021 and expire at midnight on October 31, 2022.  Applications for renewal will be due to the Municipality by September 30, 2021.
