Council Considers – August 9, 2022

Leamington Council will hold a hybrid Council meeting on August 9, 2022 at 6:00 PM. Council will consider:

  • The 2021 audited consolidated financial statements for the Corporation of the Municipality of Leamington.
  • Considering the initial business case and its assumptions as prepared by PricewaterhouseCoopers LLP for the North East Truck Sanitary Project.
  • Receiving information regarding the 2021 year-end variance analysis, transfers for the net financial positions of the Sewer, Building, and Parking Departments and rate funded Wastewater (PCC), and Water Departments for 2021 to the respective reserve accounts, and transfers to reserves for 2021 committee capital projects and lastly, transferring the 2021 municipal taxation-funded surplus funds of $3,370,829 as follows:

  • Installing flexible billboards along Robson Road for the purpose of traffic calming by bringing forward By-law 56-22, being a by-law to amend Traffic By-Law 4284-95 as follows:

  • Awarding the 2022 LED Decorative Light Installation and Conversion Project to BXF Infrastructures Inc. in the amount of $250,944 (plus applicable taxes).
  • Reconsidering a resolution wherein a municipal grant was approved to Maryvale Adolescent and Family Services in the amount of $15,000. If such motion to reconsider is passed, Council will consider waiving the $97/day fee for the Non-Profit Long-Term Agreement daily Rate from February 22, 2022 and terminating February 28, 2022 for the rental, approving the terms of the Licence Agreement to commence March 1, 2022 and terminate February 28, 2025.
  • Waiving Amphitheatre fees for the St. Clair College Presents – the S’Aints – powered by LIUNA and the Festival of Guest Nations/Public Safety Information Day on September 18th to be funded through the General and Administration Reserve from the 2022 Municipal Grants Budget.
  • Entering into a Transfer Payment Agreement with the Province of Ontario for a two year extension of the Community Transportation Grant Program; entering into an agreement with Transit Windsor to provide transit services for the extension of the Leamington to Windsor transit initiative from April 1, 2023 to March 21, 2025; and using $200,000 in Covid-19 Recovery Funding to operate the LTW.
  • Appointing Councillor Latam as an alternate to the Appeal Committee and the Union Water Supply System Joint Board of Management, effective August 10, 2022.
  • Directing Administration to bring forward By-law 55-22 being a by-law to regulate the size, use, location, construction and alteration of Signs within the Municipality for Council consideration.
