Leamington Council will hold an electronic Council meeting on Tuesday, July 14, 2020 at 6:00 PM to consider staff reports and decisions related to the COVID-19 pandemic response.

COVID-19 Related Reports

Financial Impact of COVID-19: Receive a report on the financial impact of COVID-19 on the Municipality of Leamington.

Extension of Financial Relief:  Consider waiving all penalties and interest on any overdue balances through to and including September 30, 2020 and to consider waiving all returned cheque or electronic payment fees through to and including September 30, 2020.

Cancellation of Municipal Events: Consider cancelling all municipal events through September 7, 2020 and to consider not offering summer day camps at the Nature Fresh Farms Recreation Centre for 2020.

Regular Business Reports

2020 Road Resurfacing Program: Awarding the 2020 Tar and Chip program to Shepley Road Maintenance in the amount of $697,623.15. The 2020 Tar and Chip program includes: Mersea Road 7 (Kent Road 1 to Essex County Road 37), Mersea Road 19 (Fox Run to Deer Run) and, Mersea Road 19 (Mersea Road B to Mersea Road 1).

Ice Plant Control Centre: Purchase and installation of the CIMCO Automation 6000E Control System from CIMCO Refrigeration, a division of Toromont Industries for $50,000 at the Nature Fresh Farms Recreation Centre.

Level of Police Service: Receive a report from MPM Consulting regarding policing in Leamington. Council will determine next steps to take with respect to policing in Leamington. The Options for Council to consider are outlined below:

  • Option One:  Council receive the Report of MPM Consulting and maintain the status quo.  
  • Option Two:  Council receive the Report of MPM Consulting and direct Administration to request contract policing proposal(s) from one or more nearby municipalities.
  • Option Three:  Council receive the Report of MPM Consulting and direct Administration to issue a Request for Proposals for contract police service, based on the policing priorities and the minimum levels of service described in said Report.
  • Option Four:  Council receive the Report of MPM Consulting and direct Administration to prepare a Report detailing the steps required and anticipated costs to re-establish the Leamington Police Service. 

By-law Enforcement Service Delivery Review: Authorizing entering into an agreement with MNP LLP to complete a Service Delivery Review for the By-law Enforcement Department. The goal of the Service Delivery Review is to provide an evidence based evaluation of the Municipality’s by-law enforcement service and make recommendations as to the required improvements necessary to achieve the desired level of service.
