Council Considers – September 14, 2021

Leamington Council will hold an electronic Council meeting on September 14, 2021 at 6:00 PM to consider the following reports:

  • A Public Meeting under the Planning Act regarding Zoning By-law Amendment Application No. 229 to change the zoning of the property located at 1129 Highway 77 from Agricultural Hobby Farm Zone to Agricultural Restricted Zone.
  • Appointing Rood Engineering Inc. to provide a new report under Section 78 of the Drainage Act to improve the B&C Concession Rd. Drain West and to create an updated assessment schedule under Section 76 of the Drainage Act. Approving that the Municipality absorb the $15,300 maintenance cost for a 2020 culvert replacement by returning the charges paid by landowners (2020 Maintenance) and return the OMAFRA Grant and that the existing culvert at parcel #440-27900 be removed and a new temporary access be installed.
  • Approving a three year extension of the draft approval given to Bevel Line Village Subdivision and approving the street names as requested by Castle Gate Towers Inc., as follows:
    • Eagle Street;
    • Heron Street; and
    • Medinah Drive
  • Receiving the report “41 Oak Street West – Access Analysis and Transportation Impact Study”, dated January 2020, prepared by Dillon Consulting and using it as the foundation for future decisions regarding access to 39/41 Oak Street West and access to properties at the southwest corner of Sherk Street and Oak Street.
  • Receiving the report titled; “Earthen Dyke Risk Register: East Marsh, Marentette Marsh, Lloyd Drain Dykes, Leamington, Ontario”, dated January, 2021 prepared by Golder Associates Ltd.
  • Retaining Stantec Consulting Ltd. to complete engineering services for Sewer System Modeling and Collection of Flow Data and approving a first charge to the 2022 capital budget in the amount of $238,000.
  • Amending the comprehensive traffic bylaw 4284-95 be amended as follows:

  • Awarding the 2021 Road Resurfacing - Tar & Chip program to Shepley Road Maintenance in the amount of $398,764 (plus applicable taxes).
  • Objecting to the Application for Liquor Licence by “Clandestino” located at 19 Erie Street North for the reasons set out in the correspondence to the Alcohol and Gaming Commission dated June 25, 2021 and any other reasons that may arise out of further facts and information received.
  • Approving to temporarily suspend the requirements for an Intake Period as specified under Section 7.1 of the Community Improvement Plan until January 01, 2022 and funding for all CIP Applications listed in the report.
  • Approving F11 - Municipal Grants Program Policy and Municipal Grants Program Policy Guidelines amendments. Deputy Mayor Verbeke, Councillor Tiessen, Andrea Palichuk, Katie McLean and Laura Rauch be appointed to the Municipal Grant Review Committee for 2022. The 2022 Municipal Community Partners be identified as the Leamington and District Half Century Club, South Essex Arts Association, Sun Parlour Players Community Theatre, the Leamington District Chamber of Commerce; and the Leamington Mersea Historical Society and funding for these 2022 Municipal Community Partners be the same as approved in 2021.
  • Authorizing Administration to apply for the Community Impact Grant Program in the amount of $8,680 through the Windsor Essex Community Foundation and if successful with the grant application, approving the partnership with Stanedin Consulting to complete pilot project to support small businesses and/or community organizations within the Municipality of Leamington.
