At the Council meeting held on December 10, 2019, Council:

  • Retained thinc design for the Waterfront Destination Master Plan in the amount of $85,160 (plus applicable taxes). The intent of the Master Plan is to provide the Municipality of Leamington with a visionary document necessary to guide the continued transformation of the Leamington Waterfront area into a mixed-use, pedestrian oriented, environmentally friendly, community and tourist destination. 
  • Retained N.J. Peralta Engineering Ltd. to complete the Lebo Creek Master Drainage Study in the amount of $190,000 (plus applicable taxes). With the growing development of greenhouse style farming, the volume of storm water runoff in certain areas of Leamington is continually increasing. The Municipality of Leamington and the greenhouse development industry have an obligation to responsibly manage storm water runoff and drainage systems, providing reliable service to all users between the new developments (point source), and the final outlet (Lake Erie). New greenhouse developments in the Lebo Creek Master Drainage Study will be subject to a $1,000 fee per assessable acre.
  • Deferred a report regarding the Antonio Court Parking Amendment.
  • Approved on street parking on one side of the street for Parkdale Avenue. To ensure that westbound traffic on Parkdale Avenue is not blocked by eastbound traffic in the shared lane waiting to turn onto Erie Street, both sides of Parkdale will be posted no parking from Erie Street to the Starbucks access driveway. No parking will continue to be posted at the cul-de-sac to allow sufficient room for garbage trucks to turn around.
  • Received annual reports on the 2018 open and closed meetings of Council and for the 2018 Appeal Committee meetings.
  • Appointed Councillor Tiessen and Councillor Wilkinson as Council representatives to the Leamington Committee of Adjustment for a term to expire December 31, 2020.
  • Directed Administration to bring forward a by-law to amend the Procedural By-law to allow a vote to be taken by a show of hands, recorded vote and/or use of an electronic voting system at Leamington Council Meetings.
  • Authorized an amendment to section 15(c)(iv) of the Lease Agreement dated August 9, 2019 between the Municipality and 2685144 Ontario Ltd. to extend the time within which the tenant must commence the operation of a business upon the Premises for a further ninety (90) days at 38 Mill Street West due to challenges with the project.
  • Approved The Salvation Army Leamington Corps “boot drive” to be held on a re-occurring, annual basis between the dates of November 15 and December 23 and the hours of 9:00 AM and 3:00 PM at the intersections of Erie Street South and Pulford Avenue, Talbot Street East and Lutsch Avenue, and Talbot Street West and Elliott Street, subject to conditions. Boot drives involve firefighters approaching drivers stopped at red lights at designated signalized intersections. The driver is requested to make a donation and unused firefighter boots are used to collect the donations.
  • Approved the terms of the 2020-2022 Collective Agreement negotiated between The Corporation of the Municipality of Leamington and CUPE Local 528.4 (Water and Pollution Control Centre staff).
