Council Matters – December 13, 2022
At the Leamington Council meeting of Tuesday, December 13, 2022, Council:
- Held a Public Meeting under the Drainage Act and approved the following matters:
- Maintenance Schedule of Assessment update for the Gorrell Drain.
- Realignment of the Robert Anderson Drain.
- Installation of a new access bridge over the Coulson Drain.
- Installation of a new access bridge over the Reid Drain – East Part of the West Part.
- Installation of a new access bridge over the Bailey Drain.
- Installation of a new access bridge over the 9th Concession Road Drain.
- Held a Public Meeting under the Municipal Act and approved the following matter:
- Property tax adjustments.
- Received a report regarding the Development Approval Review Process.
- Approved the 2023 Fee Schedule to implement municipal fees.
- Received a report regarding North Leamington Servicing Study Conceptual Design for the water distribution system.
- Amended the Traffic By-law to install an all-way stop at the intersection of Mersea Road 8 and Mersea Road 12.
- Directed Administration to seek input from residents along Mersea Road 7 from King’s Highway 77 to Mersea Road 12 and from Mersea Road 12 to Essex County Road 37 as it pertains to reducing the speed limit from 80 km/h to 60 km/h.
- Amended the Traffic By-law to install an all-way stop at the intersection of Bennie Avenue and Clarence Avenue.
- Accepted the municipal services installed in Marbella Subdivision Phase 1 and amended the Traffic By-law to reflect the existing no parking, no stopping, and stop controls that have been installed
- Retained the services of the Sun Parlour Players Community Theatre as a sole source provider for the organization and production of the 2023 Music Onthe42 Concert Series and approved $100,000 to be spent on four concerts.
- Authorized Administration to apply vacation entitlement effective January 1, 2023 and entered into a Memorandum of Understanding with each of the bargaining units of the Municipality including, CUPE, Teamsters and UFCW representing Leamington Firefighters Association with regards to the application of vacation entitlement.
- Received the Annual Report on Open and Closed Council Meetings 2022.
- Received the Post Election Accessibility Report.
- Established Block 54, located on Augusta Drive of the Golfwood Lakes subdivision, as an open and public highway.
- Entered into a licence extension and amendment agreement for the Courtroom located at 7 Clark Street West.
- Approved the 2023 Interim Tax Levy By-law, which allows for the Municipality to charge an interim tax based on the latest available property assessment roll.
- Approved the 2023 Borrowing By-law, which set the borrowing request limit at $20,000,000.
