Leamington Council met electronically on July 14, 2020 and discussed items related to the current COVID-19 pandemic in additional to regular business. The two areas are outlined as follows:

Regular Business Reports

2020 Road Resurfacing Program: Awarded the 2020 Tar and Chip program to Shepley Road Maintenance in the amount of $697,623.15. The 2020 Tar and Chip program includes: Mersea Road 7 (Kent Road 1 to Essex County Road 37), Mersea Road 19 (Fox Run to Deer Run) and, Mersea Road 19 (Mersea Road B to Mersea Road 1).

Ice Plant Control Centre: Approved the purchase and installation of the CIMCO Automation 6000E Control System from CIMCO Refrigeration, a division of Toromont Industries for $50,000 at the Nature Fresh Farms Recreation Centre.

Level of Police Service: Received a report from MPM Consulting regarding policing in Leamington. Council directed Administration to issue a Request for Proposals for contract police service, based on the policing priorities and the minimum levels of service described in the report.

By-law Enforcement Service Delivery Review: Authorized entering into an agreement with MNP LLP to complete a Service Delivery Review for the By-law Enforcement Department. The goal of the Service Delivery Review is to provide an evidence based evaluation of the Municipality’s by-law enforcement service and make recommendations as to the required improvements necessary to achieve the desired level of service.

Purchase of Surplus Properties: Approved the purchase, funded from the Contingency Reserve Account, of 125 Talbot Street West (Parcel A) and parking lot (Parcel B) and 134 Mill Street East on the terms as described in Confidential Report CAO-07-20.

COVID-19 Related Reports 

Financial Impact of COVID-19: Received a report on the financial impact of COVID-19 on the Municipality of Leamington.

Extension of Financial Relief:  Approved the waiving of all penalties and interest on any overdue balances through to and including September 30, 2020 and approved waiving all returned cheque or electronic payment fees through to and including September 30, 2020.

Cancellation of Municipal Events: Cancelled all municipal events through September 7, 2020 and all summer day camps at the Nature Fresh Farms Recreation Centre for 2020.
