Council Matters – May 27, 2025

At the Leamington Council meeting of May 27, 2025, Council:

  • Held a Court of Revision under the Drainage Act and confirmed the Schedule of Assessment in the Engineer’s report for a new access bridge over the Bailey Drain.
  • Approved a consent application to rezone two Agricultural Residential Zones (A5) to a site-specific Agricultural General Zone (A1-48) at 420 County Road 14 and 429 Mersea Road 8, to allow for the expansion of an existing greenhouse operation.
  • Approved a consent application to sever a 1,336 square-metre parcel of land from 597 Highway 77 and transfer it to the abutting property at 630 Mersea Road 6 to accommodate the future construction of a shed. Council also authorized rezoning the severed land from Agricultural Hobby Farms Zone (A3) to Agricultural Residential Zone (A5) to permit all uses allowed under the Agricultural Residential Zone.
  • Referred a municipally Initiated application which seeks approval of an amendment to the language of the Official Plan to permit Additional Residential Units and allow Mixed-use Developments in the Residential designation. The application also seeks approval of a Zoning By-law amendment to regulate the development of Additional Residential Units and remove barriers to developing Additional Dwelling Units.
  • Directed Administration to report back to Tourism Windsor Essex Pelee Island by August 31, 2025, with a recommendation on how Leamington wishes to proceed regarding the Municipal Accommodation Tax (MAT) Program.
  • Authorized closing the portion of the alley between 88 and 92 Marlborough Street East.
  • Approved property tax adjustments.
  • Awarded the 2025 Oak Street Resurfacing project to Mill-Am Corporation in the amount of $1,299,000 (plus applicable taxes).
  • Adopted the Engineer’s report prepared by Peralta Engineering for the changes in Assessment to the upper part of the Silver Creek Drain for parcels 720-03800, 720-03801 and 720-0400 for an increase in affected area and total flow volumes due to proposed greenhouse development on the site.
