At the Council meeting held on November 12, 2019, Council:

  • Held a Public Meeting regarding ZBA #200 and Consent Application B-30-19 - Lot Addition – 457 Mersea Road 21. Council approved the application to add a triangular shaped parcel of land from 457 Mersea Road 21 to the abutting vacant hobby farm to the north and to rezone the property to an Agricultural Hobby Farm.
  • Held a Public Meeting under the Drainage Act and approved the amended Engineer’s Report regarding the Debergh Drain Realignment.
  • Held a Public Meeting regarding the Erie Street South (Seacliff to Robson), Conover (Erie to Forest), Stewart (Conover to the northern limit) and Forest (Seacliff to Park) – Imposition of Fees for the Sewer Separation Project. Council approved the recommendation that the benefitting properties be responsible for the cost of construction of a new sanitary sewer and private sewer services. The other charges will be paid for through the Small Communities Fund.
  • Held a Court of Revision regarding the new access culvert over the Saris Drain and confirmed the Schedule of Assessment outlined in the Engineer’s Report.
  • Received the 2018 Annual Report on the activities of the Leamington Accessibility Advisory Committee.
  • Approved a change to the organization structure of the Community and Development Service Area and Engineering Services Departments. This reorganization will create a new position of Manager of Development Approvals and a Development Approvals Technologist. The goal is to improve the overall organization and efficiency of the development approvals process and to improve customer service.
  • Confirmed continuance of proactive by-law enforcement in the Uptown, which includes targeting a specific broad area to inspect all properties or types of properties within that area for violations of by-laws in a systematic manner. The goal of the project is to improve the visual appeal of the Uptown through proactive enforcement of the Property Standards By-law, Land Maintenance By-law, and Sign By-law.
  • Approved the 2020 Council Meeting Schedule.
  • Awarded AECOM Canada Inc. the Sewer Data Collection and Mapping Project in the amount of $93,166.39 (including net HST). A computer model of the Leamington sewer system has never been completed, nor attempted. A sewer model builds a virtual sewer system network by mirroring real world conditions into a digital model. Once constructed and calibrated, the model will help Administration to understand how the system is functioning as a whole.
  • Awarded the 2020 to 2022 Fuel Supply Contract to Kent Petroleum Ltd. (Waddick Fuels) with a fixed mark-up rate of $0.0150 per litre above rack pricing over the three year duration of the contract. This would be for the supply and delivery of various fuels, including regular gasoline and diesel for the Public Works, Marina, and Pollution Control Center.
  • Received a delegation with regard to a tree challenge. Council adopted a tree planting program with a goal to plant 20 to 40 trees per year and challenged all Ontario municipalities to join the 2020 Tree Challenge. The Municipality of Leamington will accept donations on behalf of the challenge and the Public Works department will plant the trees that will be purchased from the donation proceeds.
