Council Matters – October 28, 2025
At the Leamington Council meeting of Tuesday, October 28, 2025 Council:
- Approved Zoning By-law Amendment (ZBA) No.358, to rezone the properties of 20, 24, 26, and 28 Foster Avenue from Commercial to a site-specific Commercial General Zone to permit the development of a 3-storey commercial building and a 5-storey residential building.
- Approved Consent Application B-11-25 to create a surplus dwelling lot subject to conditions (as outlined in Report PLA-42-25). Council, at the request of the Applicant, deferred ZBA 357 to a future Council meeting, due to a zoning issue. ZBA 357 changes the zoning of 1309 Mersea Road 5 to permit an off-site farm worker dwelling.
- Approved ZBA 347, to rezone 923 Mersea Road 4 from Agricultural Residential Zone to an Agricultural Residential Zone to permit two off-site farm worker dwellings.
- Approved entering into an agreement with I.B. Storey Inc. for detailed engineering work required for the refrigeration plant replacement at the Nature Fresh Farms Recreation Centre, at a cost of $173,940 (plus HST).
- Directed the discontinuance of the LTW Service on April 30, 2026, and authorized Administration to enter into a 4-month contract with Transit Windsor.
- As a result of the Provincial announcement to invest $41 million in the upgrading of water and irrigation systems in the Municipality, Council approved the position of Project Manager to support the Manager of Development Engineering.
- Approved a Sister/Twin/Friendship City Policy that will outline the parameters of a municipal sister/twin/friendship program for any future requests.
