Council Matters – September 12, 2023

At the Leamington Council meeting of Tuesday, September 12, 2023, Council:

  • Held a Court of Revision under the Drainage Act and:
    • Approved the Construction Assessment outlined in the Engineer’s Report dated June 22, 2023, to provide for the construction of a new culvert and culvert removal over the Lebo Creek Drain, together with By-law 59-23.
    • Approved the Schedule of Assessment outlined in the Engineer’s Report dated June 12, 2023, to provide for the legalization of the relocation of the Cotterie Park berm and gate, together with By-law 57-23.
  • Held a Public Meeting under the Drainage Act and:
    • Adopted the report provided by N.J. Peralta Engineering, dated June 30, 2023, for a new access bridge over the East Ogle Drain and authorized the project to be tendered.
  • Held a Public Meeting under the Planning Act and:
    • Deferred the decision on Zoning By-law Amendment Application (ZBA) No. 281 pending the applicant completing the required studies in support of application.
    • Deferred the decision on ZBA No. 283 and Consent Applications B-18-23, B-19-23, B-20-23 until legal counsel reviews the letter provided by Brenda Epp, Lawyer, and provides Council with a report at the September 26, 2023, Council meeting.
  • Received Report CAO-23-23 regarding the Organizational Review interim report.
  • Adopted a maintenance Schedule of Assessment for the Irwin Drain and Branch.
  • Supported the County of Essex By-law regarding waste collection and delivery.
  • Awarded the contract for the construction of the Seacliff Park basketball courts to Tac Group Inc. in the amount of $357,073 plus HST and approved the variance to be funded from other under-budget projects and the Waterfront Redevelopment Reserve, as required.
  • Approved the extension of the appointment of Mayor MacDonald to the Interim Board of Directors of the Union Water Supply System Inc., and approved the appointment of Mayor MacDonald and Deputy Mayor Verbeke to the permanent Board of Directors of the Union Water Supply System Inc.
  • Directed Administration to send a letter of support declaring Intimate Partner Violence an Epidemic in Windsor and Essex-County to the Honourable Doug Ford, Premier of Ontario, the Honourable Sylvia Jones, Minister of Health and Trevor Jones, MPP.
  • Amended By-law 38-23 a by-law to provide for the Lebo Creek Drain, Watershed Rehabilitation Project.
