Council Matters– April 8, 2025

At the Leamington Council meeting of April 8, 2025, Council:

  • Authorized a consent application to sever a surplus farm dwelling from 1831 Mersea Road 10 and Zoning By-law Amendment to rezone the severed parcel from Agricultural General (A1) to Agricultural Residential (A5-72), and the retained parcel from Agricultural General (A1) to Agricultural General (A1-47).
  • Approved a by-law to rezone 468 Highway 77 from Commercial Industrial (C4) Zone to Commercial Industrial (C4-5) Zone to permit an Automobile Rental Establishment.
  • Approved a proposal to construct four new Multi-Unit Residential Dwellings, consisting of twenty-one units, located at 88 and 92 Victoria Avenue South.
  • Approved a by-law to rezone Chestnut Park, Selkirk Park, Shotten Park, and Uptown Parkette to reflect their use as parkland.
  • Denied a request for a 50% reduction in ice rates for the Leamington Flyers.
  • Authorized designating Oak Street East to Plumbrook Drive on Pickiwick Drive, Leamington, as a Community Safety Zone. Council also approved revising the posted speed limit to 40 kilometres per hour.
  • Approved changes to the taxicab by-law regarding meters (vs flat rates), zoning, and site plans. Council also authorized engaging in a discussion with the Town of Kingsville regarding entering into an intermunicipal agreement for taxi licensing.
  • Approved taxi advertising regulations.
  • Awarded the Erie Street South Storm Sewer Outfall Relocation project to Nevan Construction Inc. in the amount of $2,977,777 plus applicable taxes.
  • Approved the purchase of two 2025 Chevrolet Silverado pick-up trucks in the amount of $112,674 plus HST from Hallman Motors Ltd., two 2025 Dodge Ram Tradesman pick-up trucks in the amount $131,631 plus HST from Provincial Chrysler, one 2025 Chevrolet Silverado pick-up truck in the amount of $51,712 plus HST from John Bear Buick Chevrolet, and one 2025 Ford F550 with refuse collection body in the amount $250,860 plus HST from Nexgen Municipal Inc.
  • Approved the purchase of one 2025 Club Car Carryall 502 utility vehicle in the amount of $18,995 plus HST from Stanmore Equipment.
  • Approved the removal of 51 John Street from the Leamington Municipal Register of Heritage Properties to allow for demolition.
  • Received The Ontario Ministry of the Environment, Conservation and Parks (MECP) Drinking Water System Inspection Report for the Leamington (Union) Distribution System. A copy of this report is available on the Municipal website and also for public inspection at the Leamington Municipal Building during regular business hours.
  • Repealed eighteen policies which were outdated or have been replaced.
  • Awarded the Municipal Office Improvements – Phase 1 Project to Barrineti Construction Ltd. in the amount of $269,500 plus HST.
  • Awarded contract administration for the Municipal Office Improvements – Phase 1 Project to J.P. Thompson Architects Ltd. in the amount of $15,000 plus HST.
  • Awarded the Bridge 22 Reconstruction Project contract to Rudak Excavating Inc. in the amount of $509,900 plus applicable taxes.
