Understanding Government: Who Does What?

In Canada, government responsibilities are shared across three levels: federal, provincial, and municipal. At the municipal level, services can be further divided between local and regional governments. Here in Leamington, for example, the Municipality of Leamington is the local (also known as lower) tier, within the larger regional structure. The County of Essex serves as our regional or upper-tier government, providing the municipality with many essential services which can be seen below.

Each level of government plays a distinct role in delivering programs and services that impact our daily lives. Let’s explore how these responsibilities are divided—and what services each level provides.

 The provincial legislature also has power over all municipal institutions in the province. There are 444 municipalities in Ontario.
