Submit a Petition

The Municipality of Leamington values resident engagement and encourages community members to share their ideas, concerns, and feedback with Council. One way to do this is by submitting a petition.

A petition is a formal request asking Council or a Committee to consider a specific issue or take a particular action. To be eligible, the subject of a petition must fall within the Municipality of Leamington's authority. Matters that are the responsibility of the Provincial or Federal government cannot be considered through the municipal petition process. To ensure a fair and consistent process, the Municipality has established a Petition Policy that outlines the requirements and procedures for submitting and presenting petitions.

If you would like to submit a petition, please complete the petition submission form below.

Petitions received by the Clerk that do not meet the requirements indicated below will be returned to the individual or group initiating the petition.

  • The Clerk will not accept any petition that contains any improper, obscene, or offensive language or information,
  • petitions must clearly state the issue or cause that it seeks to address and specify the desired outcome of action,
  • the subject matter of the petition must be a matter over which Council has authority to act,
  • petitions must contain the name, address and original signature of each person signing the petition,
  • petitions must be supported by at least 25 signatures,
  • if electronic, the petition must contain the name, address of, and valid email of each person signing the petition,
  • each page of the petition should be numbered with a total number of pages indicated, and
  • contain a disclosure that the document is a public document and that personal information, names, signatures and comments contained in the petition will be included on a public Council Meeting Agenda and shall form part of the public record.

To submit a petition, please complete the Petition Submission Form. Once received, each petition will be reviewed to ensure compliance with our Petition Policy. 

Completed Petitions must be submitted either electronically with the Petition Submission Form, in-person at the Municipality of Leamington, or by mail to 111 Erie St. N., Leamington ON N8H 2Z9.

Petitions relating to an upcoming Council agenda will be included as part of the agenda package for the Council meeting where the matter is being considered. The deadline to submit a Petition in relation to an upcoming item on a Council agenda is 12:00 PM, the day of the Council Meeting.

Petitions introducing new business and are not related to an item on the current or upcoming agenda will be circulated as part of Council’s Information package and any member of Council that wishes to ask a question about or discuss a petition shall ask that the item be extracted from the Council Information package. At that time, Council may receive the petition and take no further action or request a report from Administration on the matter.

The Clerk will confirm receipt of all petitions with the petition organizer and describe how the petition will be dealt with.

Those wishing to appear as a delegation before Council shall submit a delegation request in accordance with the Council Procedural By-law at the meeting in which the report from Administration will be listed on the Council agenda.
