Municipality of Leamington Adopts Updated Traffic and Parking By-law

The Municipality of Leamington has adopted a new Traffic and Parking By-law that modernizes rules for parking, traffic movement, cycling, and pedestrian use across the community.

The updated by-law consolidates and clarifies existing regulations to improve consistency, accessibility, and enforcement, while reflecting current conditions in Leamington. Many of the rules already existed but have been reorganized and updated to make them easier to understand and apply.

Along with the new by-law, the Municipality will also introduce an Administrative Penalty System (APS). Widely used by municipalities across Ontario, APS replaces the traditional court-based ticket process with a more efficient administrative system for resolving parking and other by-law violations. The new system will allow people to pay or dispute penalties through a screening and review process without requiring a court appearance.

As part of the update, parking fines have been revised to encourage compliance with traffic rules and help keep roads safer. Many fines had not been reviewed in decades and were updated to reflect inflation and current administrative practices.

The by-law also clarifies existing provisions related to parking restrictions, municipal parking lots, cycling, pedestrian safety, and accessibility.

In Uptown Leamington, new signage will be installed to improve awareness of the existing re-parking restriction, which limits vehicles from being re-parked within five hours of their initial parking time within the Uptown area, with an exception allowing re-parking within the first two hours. This restriction applies to on-street parking only and does not apply to municipal parking lots.

The updated by-law also includes provisions related to power-assisted bicycles (e-bikes) and electric personal assistive mobility devices, including certain scooters. Enforcement of provisions relating to e-bikes is undertaken by the Ontario Provincial Police (OPP).

The by-law also continues the existing winter overnight parking restriction, which prohibits parking on municipal roads between 2:00 AM and 6:00 AM from November 1 to March 31, unless a valid winter parking permit applies.

Residents are encouraged to review the by-law for full details and schedules.
