The Municipality of Leamington offers financial assistance programs to help residents access recreation and transit services. Funded by Pathway to Potential, these programs aim to make community participation more accessible for everyone.

Recreation Assistance Program

Pathway to Potential is a strategy that aims to provide families in Windsor-Essex with opportunities to participate in their communities and reach their full potential. It's funded by the City of Windsor and the County of Essex. The Recreation Assistance Program provides funding to support residents in Leamington who otherwise could not access recreation opportunities.

Eligibility Requirements
Eligibility for the 90% Recreation Discount is based on the income of all members within the household, as well as family size and availability of funding. To apply for the program, applicants must meet the eligibility criteria and submit the required documents identified below.
  • Eligibility Criteria:
    • Residents who have lived within Windsor-Essex County for at least 30 days and who are able to demonstrate residency;
    • A combined household income that is at, or below, Statistics Canada’s Low-Income Cut-Off (LICO) levels. Please refer to the Eligibility Requirements web page for the Low Income Cut-Off Line income thresholds.

      Required Documents:
    • Identification – Provide one document per family member; applicants must ensure that all identification documents are valid within the last three (3) months
    • Income – Provide one document per family member over the age of 18
    • Address – Provide one document for the family/household.
Eligible and Ineligible Programs
  • Funding is allocated to sustain programs that involve sport, physical, cultural or artistic activity.
  • Ineligible programs include competitive activities, travel teams, fitness centre orientations, personal training and private lessons.
  • Funding covers program registration fees. Funding does not cover equipment and material costs or taxes.
Funding Details, Restrictions and Parameters 
  • Funding availability is based on a first-come, first-served basis.
  • Funding is available per eligible person per calendar year.
  • Responsibility for informing the municipal service provider of changes to financial, residency or other circumstances pertaining to the Recreation Discount Program application and eligibility is the responsibility of the program participant. The program participant must notify their municipality of changes within thirty (30) days of the change taking effect.
  • Program eligibility is non-transferable between individuals.
  • Approved funding must be used within the calendar year. Funding is not transferable from one year to the next.
  • All approvals will be determined by the recreation department and are subject to local demands

 Transit Affordable Pass Program

 Affordable Pass Program Leamington Transit

 

The Affordable Pass Program (APP) allows eligible residents to purchase discounted 30-day and 10-ride bus passes for the LTW (Leamington to Windsor) Transit and 30-day passes for the LTGO Transit.

The APP covers 50% of the cost for a full-price 30-day and 10-ride transit pass (LTW only), and registrants pay the remaining 50% at the time of purchase.

The APP is funded by Pathway to Potential.

Eligibility

The APP is currently available for residents of Leamington, Kingsville, and Essex that are living with low-income, Ukrainian refugees, and applicants by referral from an approved agency:

  • Low Income Households: All members of a household whose combined income is less than Statistics Canada’s Low-Income Cut-Off (LICO). Proof of income is required for the most recent tax base year (e.g., Notice of Assessment, Canada/Ontario Child Benefit notice, Proof of OW/ODSP benefits, Confirmation of Permanent Residence document).
  • Ukranian Refugees in Canada: Ukrainian refugees must provide their Canada Ukraine Authorization for Emergency Travel (CUAET) documentation to apply.
  • Applicants by Referral: Applicants that cannot provide income documentation may be referred for the APP from an approved community agency (please refer to the Eligibility Information document for details).

APP application forms are available at the Nature Fresh Farms Recreation Centre (249 Sherk Street, Leamington) and the Leamington Municipal Building (111 Erie Street North, Leamington).

In-person applications will be processed Monday to Friday between the hours of 9:00 AM and 4:00 PM.

Please note that proof of household income and/or other supporting documents must be submitted with your application.
